Tokyo prosecutors issued an arrest warrant Thursday for Nissan's former chairman Carlos Ghosn, who skipped bail while awaiting trial in Japan and is now in Lebanon. Japan has no extradition treaty with Lebanon, so he's unlikely to be arrested.
